cliff than not to raise tax rates. so obama pushing higher taxes on the top 2%, not for economic reasons but for i'd logical reasons but there is also this obvious fact. obama wants to raise the top rates for political reasons. now that is he wants to force republicans to raise tacks in order to trigger a civil war within the gop and the conservative movement, and in that respect sadly obama is having some success. now so long as this debate is focused not on cutting spending but on raising daxs and revenues with the only question being which taxes, how much revenue, then obama wins. now if obama succeeds in making the argument not about his spending, but about grover norquist, he wins there, too. for republicans, on the other hand, if they can figure out a way to refocus the debate on spending, they win and the country wins. we can't kid ourselves that's correct is not easy to do. obama has the biggest microphone in the land and he also has the media in his hip pocket. all the gop has is control of the house. now it's very hard, it's inherently hard for any brin. of congress to present

the fiscal cliff, which is the christmas present the country needs. today we heard president obama's response to the proposal that house speaker john boehner put on the table yesterday. >> the speaker's proposal right now is still out of balance. >> of out of balance. kind of similar to what republicans said last week when the president sent over his terms. so now what? will they sit down and talk it through? well, not according to at least one senior republican aide who told cnn today, no conversations today, no e-mails, tweets, carrier pigeons. as for boehner and obama, they actually did see each other in person at the white house holiday party last night in black tie. while other lawmakers waited in line to get the photo with the president, multiple sources from both sides of the aisle tell cnn that boehner wasn't among them. so much for holiday cheer. we have this picture. we're waiting for the day there's a fiscal cliff. there wasn't total silence in washington today. senate majority leader harry reid spoke up. but in his case, in the form of a swipe. >> i sympathize with john boehner. t

, rebel commanders we have spoken to, not very encouraged by what they are hearing from president obama. they don't think that these kind of warnings of unspecified consequences will make any difference on the ground. they say the white house and president obama has warned the government not to attack civilians, yet civilians have been attacked. they have warned the syrian government not to use disproportionate force, yet clearly disproportionate force has been and is being used in this conflict 21 months on, 40,000-plus dead. now, in terms of what will happen next, it's hard to know on the ground here. the rebels are clearly making advances. the north of this country feels like an independent state. aside from attacking from the air, there are not any syrian troops in this area at all, but the rebels still don't have enough power to deliver a knockout blow. most of the fighting is focused on the two big cities, aleppo and damascus. but as of now, they haven't been able to take either one of them. david? >> richard engel, thank you very much. for more on this developing story, i want to
